I also just recently upgraded to Win10 (hopefully no more issues rise up), and I'll also install the Windows 10 version of my audio driver, which my PC manufacturer (Dell) supplies That could be the issue, right there, if you've been messing around with vid/audio editing tools. If you've uninstalled anything with Windows Live stuff, I'm not sure, but that might have done something with your codecs.

You can probably get a righteous ASF codec pack from Microsoft by installing/reinstalling Windows Movie Maker or whatever Win 8 has for that. That seems to be the first 'go to' response for this issue, besides making sure all drivers are updated and compatible audio codecs are installed. The only thing I have been able to find that could apply is the sound-mixer being selectively toggled for SimCity 4, specifically, to not play its audio. (Make sure it doesn't leave anything behind, just to be sure.) That may not solve your current issue, but if you originally installed it prior to Origin's update, and it didn't get the newly patched update, then you're putting in a lot of effort just to end up with a game that will need patching, anyway, which could bork everything up again. However, you may wish to try a true 'fresh install' from Origin, making sure all the old instal info is wiped, beforehand. I am not sure how Origin's front-end works nor its capabilities. It was widely remarked upon as a problem, before then, so you can likely Google the exact date.)
